Development

The creation of the movie The Amazing Race 28 begins on November 15, 2015, with host Phil Keoghan broadcasting each team arrival at the first lead location, Monumento a la RevoluciÃÆ'³n in Mexico City, through live-streaming on social media. Unlike the previous seasons, the race began in the village villages instead of the traditional starting line.

This season spans 18 cities and 10 countries over 27,000 miles (43,000 km). Racers were reported near Cartagena, Colombia on November 19, 2015. Shooting from the show was also reported near Tbilisi, Georgia; Fort Narikala; Theater Rustaveli and The Bridge of Peace; and the Jvari monastery at Mtskheta on November 27, 2015. This season marked the first time the event visited Armenia, Colombia, and Georgia.

The cast consists of Internet celebrities and their relatives and friends. Most players have achieved previous fame through social media platforms including YouTube, Vine and Instagram.

Keoghan stated that the use of social media stars is considered a "social experiment" that attempts to bridge the gap between older fans of the show and younger audiences who may have been unborn when the first show aired in 2001. Keoghan stated that bringing in contestants that younger audiences might more familiar with, especially when promoted through social media, aroused interest at the start of the show season. Executive producer Bertram van Munster stated that the use of social media stars is also something suggested by CBS, due to the fact that CBS wants to see the show to get more engagement with social media.

Leg 1 (United States -> Mexico)

The first Detour Race is a choice between Mariachi Madness or Great Bulls of Fire. In Mariachi Madness, teams had to find among 350 Mariachi players at Plaza Garibaldi for the man who faked their performances. They then have to bring the player to the judge.     On the first Penghadang, one team member must choose a safety instructor then head to the penthouse above the Plaza Angelus. There, when moored from the rappel line, they had to make a giant leap from a height of 130 feet (40 m) to pick up the next clue that hung in the air. If they fail, they have to get down to the ground and try again, but with every effort failing, the clue will move closer.

    The Final Roadblock should be performed by team members who did not do the Roadblock before. They should organize letters and tags on a series of wine lids, spelling out the names of the cities in the order they are visited in the race. Then, they must hang them with hashtags on the barrel in chronological order:

    Once the hashtag and the cities are in the right place with the proper spelling, they will receive their final clue.

    Additional tasks
    • After completing the first Roadblock, the teams took the helicopter to Santa Barbara.
    • In the Santa Barbara Maritime Museum, participants must bring a boat to the harbor and find the ship Theresa Ann. A fisherman on board will give them further instructions.
    • In Gibraltar Rock, teams must participate in synchronized mountain climbing. While one team member crosses horizontally across a suspended line to take half of the clues, this will cause their partner to descend down the cliff to pick up the other half. After returning to safety, participants must join the two sections to read the next clue.
    • After completing the second Roadblock, the team is instructed to find a reason for the Finish Line.
    Additional notes
    During a flight from Guangzhou to Los Angeles, the last three teams all received free upgrades to business class at home direct flights to the United States.
